Web pages time out to a: The page cannot be displayed error. I then hit refresh and the page pops up

I have checked for sypware and malware and regisrty with freware- same prbolem IE and firefox.

Web pages time out to a: The page cannot be displayed error. I then hit refresh and the page pops up. Ideas??

a) The Server may be DOWN.

b) The Web Page is Now No more on the Site.
